Dato’ Dr. Abd Halim bin Mohd Hussin is a prominent Malaysian figure in counselling psychology, addiction rehabilitation, and mental health development. He currently serves as the President of PERKAMA International, a leading professional body representing counselling practitioners in Malaysia.

He has held significant leadership roles in the public sector, including serving as Director-General of the National Anti-Drug Agency, where he contributed to national efforts in drug prevention, treatment, and rehabilitation.

Dato’ Dr. Abd Halim is also actively involved in advisory and professional capacities. He has served as Head of the Advisory Council for PENGASIH Malaysia and has contributed to national-level discussions as a member of the Mental Health Promotion Advisory Council.

In addition, he has been involved in advancing education and training in addiction rehabilitation, including contributions to initiatives such as the Asian Centre for Addiction Rehabilitation Education at Universiti Sains Islam Malaysia (USIM).

Dato’ Dr. Abd Halim began his career as a school counsellor and later moved into academia and senior roles within the public service, including positions within the Public Service Department (JPA). He holds a Ph.D. in a counselling-related field and has dedicated his career to strengthening counselling services, addiction recovery efforts, and mental health systems in Malaysia.

Abstract

Counseling in Malaysia has undergone significant transformation over the past decades, driven by the development of national policies, professional standards, and increasing societal awareness of mental health and well-being. While these policies provide a strong framework for ethical and effective practice, the challenge remains in translating them into meaningful, consistent, and culturally responsive counseling practices on the ground. This keynote address explores the evolution of counseling policies in Malaysia, highlighting key legislative frameworks, professional guidelines, and institutional roles that shape the profession. It examines the gap between policy formulation and real-world implementation, particularly in diverse settings such as schools, rehabilitation centers, healthcare institutions, and community-based organizations. Emphasis will be placed on the role of counselors as frontline practitioners who must navigate complex socio-cultural dynamics while adhering to professional standards. The address also discusses critical issues including competency development, ethical practice, multidisciplinary collaboration, and the integration of evidence-based approaches within local contexts. Furthermore, the keynote will present practical strategies to bridge the policy-practice divide, including capacity building, continuous professional development, supervision, and the strengthening of support systems for counselors. By embracing policies not merely as regulatory requirements but as guiding principles for impactful practice, counselors in Malaysia can enhance service delivery and contribute more effectively to national well-being. This session aims to inspire practitioners, educators, and policymakers to work collaboratively in ensuring that counseling policies are not only well-crafted but are also actively lived and practiced, ultimately strengthening the counseling profession in Malaysia.
